What is the Quality Improvement System The Quality Improvement System (QIS) is MHCCI’s system for collecting, analyzing, and responding to information that guides our efforts to meet the agency’s mission, vision and strategic goals. MHCCI is committed to providing the highest quality behavioral and rehabilitation services possible and creating great client experiences and results. The Quality Improvement System helps MHCCI accomplish these goals.
There are five components to the QIS: Record Review – Assessment of client records focusing on non-clinical administrative compliance with internal and external standards for accuracy, timeliness, and completeness. Quality of Service Review – Review of client records which assesses treatment quality such as accuracy of assessment, placement criteria compliance, service planning, and service appropriateness. Outcome Evaluation Review – A system-wide evaluation of program effectiveness, efficiency, and consumer satisfaction. Outcome Evaluation findings provide data to support treatment efficacy, help improve treatment services, and monitor performance through client satisfaction surveys. Risk Management Review - Investigation of human right violations, professional ethics issues, and adverse events. When these events occur, they are investigated by a system-wide committee with findings forwarded to the administrator of the site from which the incident arose and to MHCCI’s president. Community Satisfaction Survey – A survey of community partners for the purpose of gathering input concerning organizational performance, needs, desires, and preferences regarding services.
Why does MHCCI have a Quality Improvement System? MHCCI’s Quality Improvement System is a measurable way to evaluate the quality of care we provide to our clients and allows us to make improvements on an ongoing basis. It is also an essential process which contributes to MHCCI maintaining certification from CARF, The Commission on Accreditation of Rehabilitation Facilities, whose mission it is to promote the quality, value, and optimal outcomes of services through a process that focuses on enhancing the lives of the persons served.
Quality Council The Quality Council has been given the charge of implementing the Quality Improvement System. The MHCCI administrator of Clinical Operations serves as the council chair, the Quality Resources supervisor serves as vice-chair, and program mangers serve as council members. The Quality Council meets on a regular basis to review and analyze data generated by the five QIS components and to discuss issues impacting service quality.
